As in you can do damage to someone without attacking them.

Unless they were going to implement exhaustion that was going to have to be a thing.
A. You could go two weapon barbarian and have an actual weapon attack
B. Monks literally get a free bonus action attack just for being monks, without exhaustion or resource expenditure
it's probably better but it's still probably way massively lacking in comparison to the other PHB barbarian and every one that's been released since.
Well, there are a big difference between barbarian making a BA attack with berserker and the 2 examples you said.
A. 2 weapon barbarian is locked to a 1d6 dmg or 1d8 if you use a feat, berserker can make 2 attacks(3 since lvl5) with a 1d12 and, with a feat(great weapon master), all of those attacks can go with a +10 damage.
B. monks have a free BA attack only unarmed, and, as before, that damage doesn't even compare to the damage of a greataxe, with or without great weapon master.
and in adition of all of that, barbarians have from lvl 9 a feature that allows them everytime they do a crit, to roll an aditional dice of damage, wich is another d12 that is a lot of dmg
