The dog Scratch is not with my main character (HELP)

I know that when you transfer his ball to someone in your party, the spell to summon Scratch will apear in the character spells. I figured it out by reloading the save, where he brings the ball the first time.

The issue is: I am far into the story progress and I noticed this feature only now. My character does not have the spell to summon Scratch, but my other party member does have it. I found all squeaky balls from all traders and stashes to make the dog transfer, but it does not work this time anymore. Scratch is stuck with my party member.

How can I get the dog back to me?
