Shadow lantern help

I got Gale to make a new Shadow lantern with the Ritual Circle. But the lantern doesn't seem to work. It has no glow and I went out into the night and it didn't protect at all.
I have Shadowheart carrying it which she is proficient to do. Gale is not proficient at using it.
Am I missing something?

It is a summoning staff.
Also manage to save scum and make it myself.
