Dual wielding is not recommended for Paladin. You will want to raise strength, and to some degree, charisma.
Is it good? Not really, nowhere near as good as 2h or 1h+shield.
Play however you want though.
As for what stats to level, that depends on if you're multiclassing or not. If not, then you'll want to get strength up, but also charisma for spells. If you're multiclassing Warlock (at least 3 levels for Pact of the Blade) you can ignore strength.
Edit: Paladins do not get access to the two-weapon fighting style, so you'd need to multiclass into Fighter 1 or Ranger 2 in order to add your ability modifier to your offhand attack.
There is a pair of gloves that will add your stat modifier to your second weapon, too. but not at the beginning. Starting as fighter 1 is probably the best solution. You obviously want to look out for items that add to damage, especially for dual-wielding. There is one that adds 2 acid damage to each attack for example. You should always check out the xxxxxxx items that give reverberating, heat, or whatever to see which one will benefit you damagewise.
Now if you want to do duel wielding you need to take 1 level ln fighter for the dex to damage with off hand
Now on to why 2handing isn't the one true way to play.
So far in BG3 i seen a ♥♥♥♥ load and i mean a ♥♥♥♥ load of insanely good 1 handed swords that arent even long swords, and a lot of them can infact output the same damage as a two handing sword can do. Able to deal 1d6 extra damage on hit on a lot of them
On top of that duel wielding means you get 3 hits and later up to so much more compare to two handing
So the people who think paladin should only be played as a 2 handing class don't understand BG3
BG3 was made in mind for those who want to play any style and with a bit of work any duel can get gross damage
