Raphael is not appearing

So I started a new campaign as a Githyanki "The dark urge" character, and when I got to the place Raphael normally appears, nothing happened. He wasn't there. Is this a bug, or does this have something to do with The Dark Urge?

Does he normally appear that bridge?

You need to have long rested at least once before he can trigger I think.

Do you mean for the first time? He doesn't appear in a set place, he can appear to you nearly anywhere.

He has a few places where he is "set" to appear, but only after he appears the first time

So he can meet you in the goblin ruins, or in the selune outpost, or just in camp even

Okay, the place I met him both times I played before was climbing a cliff overlooking the crash site near a scaffold and a tiny spider rock.
