Mis-understanding - how to use it purposefully.
Put out fires. Make enemies wet so they take more lightning or cold damage. Profit.
Actually it is not worth it since you can just throw carafe of water at enemies. If you have the rain dancer then its free ability is useful every now and then. Usually to remove a fire area that exploded after being oiled or greased.
But usually a good idea is to get multiple folks to stand in water and then use ray of frost or any ice spell on them, or on one standing inside the water. This way you create ice surface which is a hard terrain, so their movement is lowered, and also the cantrip ice spell lowers movement by 3 meters. They can also slip on ice, and get prone.

I had one character purposely take that spell - but it is no cantrip, so basically useless in comparison with water barrels / water bottels (both are plentyful). I even managed to get a quarterstaff with that skill - but being one application per short rest just isn't enough. So basically I'd advice against the spell.
As for when to use it - when your party is on fire (minus Karlach of course) or you want to pass some firefields. It is also the preparation for some nice ice / thunder / lighting spells.
You can put out fires, remove puddles to avoid becoming wet, use it over enemies to make them wet and create puddles before casting lightning of frost spells (wet makes creatures vulnerable - taking double damage - from electric and frost spells and puddles with either become electrified and do small damage to all touching them or freeze and require a test of cause them to fall).
It can also put out fires and save burning allies.
