- Your movement speed increases by 3m (Speed Increased)
- Difficult terrain doesn't slow you down when you Dash (Mobile: Evade Difficult Terrain).
- If you move after attacking in melee, you don't provoke an Opportunity Attack from your target (Mobile: Evade Opportunity Attack).
You only ignore difficult terrain when you use the "Dash" action
Also its not "walking on slow surfaces" its DASHING on difficult terrain, you're still gonna be slowed down if you try to use your normal movement.
Dash is the one that gives more movement (x2)...since Mobile gives 3m passively, you should be able to walk for 24m, even on slow terrain, since DASH is that ability.
I understand what dash is. You seem to understand and not understand dash, so I'll try again to clarify because you're using certain terms in ways that are incorrect in this instance.
Assuming you have 9m movement, mobile will give you 12m of movement, this is correct. It's also correct if you DASH you will move 24m.
If you WALK while on difficult terrain, your 12m is going to become 6m of movement (4/5 if you don't have mobile, I can't remember if it rounds down or up). Mobile isn't going to help you move normally through it. However, if you *dash* then you'll get your full 24m of movement.
again, mobile is working correctly (to be honest though, most people use this for the removing AOO rather than the difficult terrain movement, but the +3m is a sweet deal).
edit: you really seem confused on the part that mobile relies on the the dash action. It is used in tandem, mobile in itself only provides 3m of movement and a way to avoid AoO, the terrain feature must be used while making use of the dash action.
