You ever get the Dwarf guard to acknowledge you? I'm having the same troubles you are currently.

I have literally the same issue: All this because I killed bloody Arfur when I interrogated him BEFORE I went to get the suspicious toys from the barn... To add insult to injury, I cast Speak with Dead with the person that killed him... There should be a note under that spell that says "The dead person will not talk with the person that killed him."
So yeah, that is the 3rd quest so far I got stuck with... To be honest, I'm glad they're just sidequests but I like completing stuff! BTW, I went to kill everyone in the Fireworks shop
That didn't complete the quest.

Has anyone found a way to salvage this quest? My quest marker is stuck on the barn and slaughtering everyone at the fireworks place does not complete the quest. The guard at the barn comments on the explosives being found once per character and then tells me to go away.

I killed Arfur when I first started Act 3 (he had his guards attack me when I pressed him) before I went to the barn. I tried casting speak with dead on him and can ask him why he did it, but he doesn't mention the fireworks store or provide a secret code and the objective doesn't update.

Had this same issue. Found the fireworks in the basement, confronted (and killed) Arfur, THEN found the suspicious toys in the barn and was asked to kill Arfur who was already dead. Cleared out the fireworks shop next and this accomplished nothing. To make things funnier, the quest marker actually points at Arfur's corpse as someone I should "confront". I already spoke to him while dead so I can't even do that. Come on Larian, it shouldn't break your quests to do things in an unexpected order.

I know I'm kinda late by telling you guys this but you can still finish the quest, even though you totally had it in the wrong order.
So, I also killed Arfur at the pretty much first encounter. I sent the people away and have him retake his home and investigated, found out about the stuff and confronted him about it and then killed him.
I then was also stuck at the point where it said: "Find the suspicious toys".
Then I found the barn, found the toys and there I was. The guy dead, found the toys but the quest still said I had to find the toys. The dwarf at the barn also didn't talk to me.

Now, here's the trick how you can actually keep going with the quest even though it's completely stuck.
You have to shapeshift and disguise your appearance with whatever really and then you can talk to Arfur by using the spell where you talk with the dead and he will talk to you. You specifically ask everything that involves explosives and who "they are" and that will continue the quest. Questtions about the refugees and the guild are not necessary.

I loaded up my original save to try this.

I asked why he donated the explosives, then why they wanted him to put explosives in the toys. This exhausted that dialogue tree.

I asked him what his connected to the guild was and that dialogue tree exhausted. The only remaining dialogue is why he hates the refugees so much.

No quest update and never got to ask about "them"

I just did it right before writing my initial comment. There was a dialogue option to ask "who are they" or something along those lines and he points you in the direction which then became the objective of the quest.
You can ask 4 questions when talking to the dead, so asking him about the explosives as in why they were in the toys, why they wanted him to put those in there and then something new entirely of who they are or something like that. That does update the quest log and the questions about the guild and why he hates them, are just a waste of an option as those don't do anything, so avoid them whenever you have the chance.
That at least should do it.
