if you dont care about getting a +1 stat (letting her go) or her loot (which is not crazy)
you can do her at almost any level, just push her into the void. instant win.
1) Drink an elixir of poison resistance.
2) Bring the necklace of magic missiles (you can buy it from a trader in the underdark)
3) Use magic missiles on all of Ethel's clones - you only need 1 missile per clone, and it does it with 100% accuracy. She only uses her clone ability twice - once at the start and once when she goes below half health, so you only need 2 casts of magic missiles (you get 1 for free with the amulet, and you can use a scroll for the 2nd one if you aren't a mage).
4) Whenever the clones aren't around, you can just kite her. I had the +3m movement speed ring from a goblin, and I had little trouble staying out of her melee range. She throws some items at first, but once she's out of stuff to throw she just uses vicious mockery which isn't especially strong (can easily be outhealed by regular healing potions, especially if you have the boots that give +3 temporary HP whenever you heal).
I did it at level 5, but I bet the same strategy would work fine at lower levels even as a solo character.. and obviously, this was from the perspective of a solo character - if you were using a full party it would obviously be a lot easier.
Two solutions for you:
1) Cast protection from good and evil on everyone in the party and put on masks yourself. The spell stops you being brainwashed but the mask means they don't turn hostile when they see you
2) Fight the masks first but turn on the "nonlethal combat" option on the passives. As long as the last hit is a melee hit they'll be KOed rather than killed and you can speak to them after a long rest (Warning: Do not loot the masks off the bodies or they'll die to backlash)
I can't bring myself to punt enemies into pits, I want their loot too badly, especially as you can get a permanent stat upgrade out of dear old Ethel.
A single scroll (or cast) of Silence is all you need to beat her, even on tactician.
You hide, sneak closer and pop the Silence bubble between you and her, which the upper end of the bubble just barely hitting her. Then the AI will throw alchemist fire onto the cage and run up to you and if you placed the bubble properly, end her turn still inside and unable to cast. You can then proceed to do whatever you want with the Hag.
I personally just ran up my Barb sentinel and clobbered her to death with the group for 3 or so turns. She was unable to run away even if she tried, but there are definitely tons of other ways to make sure, that she sticks around in the bubble.
i destroyed her existance at lvl 4, but im playing truly optimized build for tactician, also literally exploded a nuclear weapon at her side. BEFORE she could even enter into her hideout, she died after she tried to go invisible for the first time with a well timed ambush, terrorism, a couple of summons, speed potions and a haste scroll i dont know where tf i got it.
karlach was the one to talk to her, she doesnt move after turning invisible, if you want to hit her, drop an explosion OR cloud of daggers over her, that will end invisibility. you can also block the entrance to the hideout with a bunch of coffers.
The most annoying part was moving around the place. As mentioned above, I used the magic missile trick to deal with the clones. I tried to douse the cage with a carafe of water but it didn't work. What it did do was soak Mirina so when the hag cloned her, all I had to do was not shoot the wet one.
Level 4 - more or less insta kill by shoving her off the platform.
