Shovel, shovel, shovel... Where do I find one?

I've found so many dirt mounts but I can't dig whatever is under them because I don't have a shovel. Who sells a shovel?

I think the druid in act 1 sells one (not sure if its random or constant) try also Mattis the kid teifling BUT there are just shovels lying around. I even found 1 at the mound itself.

There's a shovel sticking out of a mound of dirt on the left hand side of the trail right before the battle to defend the grove from the goblin raid.

There is a shovel in one of the first dirt mounts you are supposed to find between the crashed ship and the druid grove.

You find one just after the prologue too, after the Nautiloid, instead of going the path to Gale, splash water on top of the staircase and run up that path until you come to a pile with a shovel standing in it for free. Basically just outside the druid grove.

That's where I got mine too.

there are fortunately shovels all over the place. Probably the earliest one to get in Act 1 is the old abandoned temple where the bandits are (next to where you pick up La'zeal after the crash). If you go up to the door with the guard behind it there is one on the ground on the right side just laying there

The guys on the outside of the crypt have one too if you kill them.

So far not, for me, but I always carry one just in case. I'm still only act 1.

What irritated me was my player was a druid with badger form which DIGS yet I can't just dig up the mounds...

You can find one at the ruins where you find withers. On the ground to the right of the door going in. Use the alt key to highlight it

Also wanted to say that in EA all the diggable mounds with treasure chests would proc a roll to notice them. In the full release they do not (some do, but most don't ) I suspect this is because there is an achievement for digging up treasure chests and they wish for people to find them as a surprise.
I dig at all vaguely open spaces. I have a shovel equipped to the hotbar of each chara.
