Well i have a 4080, Ryzen 5800x and still dropping to between 45-65 fps on 2k (with dlss set to balanced). Not knocking on the devs because it's still playable, but it sucks while exploring.
I did some tests and most of the stuttering is probably caused by specific items with active effects and some ability's like Shadowhearts Shar effect or Paladin auras probably more.
If i didn't have any of these ability's (for example spec out of auras as a Paladin) and items and took other companions with me the game didn't stutter/drop frames as badly. It's pretty easy to replicate and this points to some buggy and/or unoptimized scripts doing things they shouldn't do in my opinion, it's probably also an engine bottleneck or something like that so not even a high end CPU will help (at least from my tests with several systems).
So for the time being you can check your items,ability's and companions for effects or auras that can be gained or lost conditionally and don't take them with you to these areas this should fix the worst frame drops.
My guess would be somewhere in the memory chain, mostly because it is something I cannot readily measure and given the higher level complexity in the lower city could be a good candidate. It also wouldn't really testable via settings, unless it is directly related to texture data.
1080p Ultra Settings, 60fps cap, no issues what so ever. GPU barely runs hot and its near equal yours in performance.
Your CPU is 2 generations old however, and BG3 is a very CPU intensive game.
Besides a 3700x will bottleneck a 3070ti, not a lot, but it will.
BG3 is all CPU, so no matter what settings you change in graphics, it wont matter much if your CPU is a bit older. Sadly.
Hey no offense but you don't appear to know what you're talking about at all, I'm guessing you are very young and still learning. That's cool, but nothing you've said is helpful. The game has issues and will probably get patched in the future, the performance drop is probably a bug with trying to apply my paladin aura to every single NPC in lower city. People with 13900k and 5900x3d are reporting the same problem. Additionally, if it were my CPU it would have been a problem long before Act 3.
