On some camp maps the chest seems to be missing with all the content.
Upd: looks like the chest is missing if cutscene happened the moment you click got to camp.
It did something really weird for me, and I have no idea why. I had had the message 'you dont have enough' and then looked to rest window with add supplies to 40 and there was just the paltry bits I mentioned before (a carrot, bottle, couple of apples). So I backed out, and having already checked supplies in chest as explained in the OP, saved and quit game.
After verifying files restarting again and loading the save file, it still had the 'not enough# message, but checking the chest again, this time there was a backpack weighing 117, worth some 1500 gold. I couldnt open the backpack to check, only retrieve it from the chest. Presumbly I would have had to go into my inventory and then into the backpack and then select all the things and 'send back to camp'. Urgh!
I'm glad I didnt just do that, and went back to the resting circle to try again, because although I still had the 'not enough' pop up, upon trying to choose supplies, the window displayed everything, which confirmed to me all the supplies where in the backpack.
Very strange!
I would pass this off as some strange bug that resolved itself, but the fact they all appeared in backpack on their own volition, and the fact they seemingly were not there at some point when I went to try make food, and then they were after the backpack appeared... well, it has me wondering if there is some kind of food thief or mischief at play!
[Edit]:
I just bought a new pack, did "send to camp" now I have my original 12 plus the new one back, and they're all happily stacked together. Very weird bug involving these packs indeed.
