Report a translation problem
The quest is completely bugged.
Did you use silence spell on him? He doesn't the chance to "surrender" before you kill him when you do that.
Nope. He keeps summoning shades non-stop and never talks to anyone in my party, I am either forced to kill him or die.
If I do kill him, Halsin no longer has dialogue saying he's a spirit and can't die and he never respawns.
Ok, not using silence spell on him during fight solved the issue for me, thought you had same problem.
I just replayed 5 hours since the game's auto save is so unreliable, made a save right before his fight and kept reloading it. After like 6 or 7 attempts he decided to finally talk to me after breaking his shield.
Unfortunately, I didn't do anything different, which is the most frustrating part. The quest simply decided to work after not working for 2 days straight.
But only something I read. I dealt with Oliver before his role came up.
But it is not game breaking , continuing without the cleansing and halsin is a valid story branch.
Since I don't know his dialog options on the other branch, I can't tell if the branching over prior knowledge is intended or buggy accidental; probably the latter :)
Since I had killed Oliver before, the only way to make him spawn for his fight was talking to Halsin IMMEDIATELY after the portal defense quest and picking the dialogue option that says Oliver died, to which he will reply that Oliver cannot die since he's a spirit, and then he'll spawn at his house.
If I did not talk to him right away or pick a different option, Halsin would have generic companion dialogue and the quest would be impossible to finish.
I imagine the same is true if you haven't met Oliver before but don't ask Halsin where you can find him, the dialogue option disappears and breaks the quests.
If you're lucky to gef past these problems, pray to god he talks to you once the shield is down.
If he keeps summoning shades, reload the game.
When the shield breaks, the fight isn't yet over (Ran into the same issue recently on my Solo game).
The dialog doesn't trigger unless you're near to Oliver with your character.
1. I broke the shield
2. All the shadows vanished, but no dialog.
3. Ran over towards him
4. It started the dialog.
Not sure if it's your main character or any of them that's needed because, as I mentioned, this is a solo character this time.
I don't think this is the same issue. Did he keep summoning shades/clones?
I'm pretty sure I was close to him a couple of times, he just wouldn't give up.

-dismissing summons
-killing all shadows
-fleeing the combat with all my characters
-come back through the portal in sneak
-sneaking my way next to him
-breaking stealth
and then the dialog started, hope that help!
PS: I'm not sure if being stealthy or killing everything before fleeing is important, it's just how I did it.
And I mean it. IMMEDIATELY. Don't even loot the corpses. Go straight to camp and talk to Halsin. PICK THE OPTION WHERE YOU SAY YOU MET OLIVER BUT HE'S DEAD. UNLESS YOU PICK THIS OPTION, THE QUEST GLITCHES AND HE'LL NEVER HAVE THIS DIALOGUE AGAIN.
If you do that, he'll respawn. IT MAY STILL GLITCH AFTERWARDS AND HE'LL NEVER TALK TO YOU. If that happens, you have to keep reloading the save until he does talk to you. Unfortunately I have no idea what causes the "not talking to you" bug.
I'm sorry for the caps and if it sounds convoluted, but yeah... it is. Unless you follow this **VERY** specific set of instructions, the quest breaks and falls apart.
