Question about the 'Diadem of Arcane Synergy'

is this just bugged? it seems to proc off everything, every single action it counts as "inflict a condition', it has a near 100% up time.
Some notable things that have proced it so far;
Playing fetch with scratches
Jumping
Moving over a rock
Talking to a npc
making a melee or spell attack, even if they don't hit

I was using it on my warlock as I thoughts 'hex will let me proc that' but no need, just a constant +5 damage to all melee attacks on top of the +5 I already have from Pact of the Blade

Yeah with this item my bard has +5 to weapon damage, +7 with Duelist fighting style and an 23 AC with some other items lol. And it procs off the bard grey performance class action so you can activate it with no cost.

I rerolled Shadowheart to the War domain. Adamantite splint and shield apply Reeling if anything attacks her, hit (3) or miss (2). It's a stacking hit debuff. Whether she gets hit or not the debuff keeps stacking, and that lowers their chance to hit her allies too. She's got high Wisdom and decent Strength so she doesn't need to double-dip. I dumped her Dex down to 8 and put Gloves of Dexterity on her so she has 18 Dex, 16 Str, 20 Wis, an extra attack from the gloves. She gets 2 attacks with +8 damage. She's immune to crits so even if something rolls a 20 it's a normal hit and stacks the debuff for hiitting her. She also has Freedom of Movement so she's unstoppable, and Stoneskin so even if she gets hit it's for half damage.

And she's standing next to my Pact of the Blade Warlock with a glaive and Polearm Master Feat who also gets 2 attacks a round with +5 damage, but her AC makes him sad. lol He's probably going to steal the Diadem from her, but whichever one of them does the damage it's the same net gain for the party.
