My first run through I rescued the captives in the underwater iron throne, took down the foundry, then I killed gortash as he was an easy kill by that point. You should then be 12 or much sooner be 12 too and thus Orin last. I'll probably do the same with my Dark Urge run through but for a different reason and not rescuing the throne mobs either.
Then I think it would be good to get to Orin first. The endgame is located in her area so good to clear it first and saving your companion.
And then go to Gortash.
I had tried vice versa, but aside from changes in dialogue, I didn't see any changes.

She's also not in control of her own forces, and she can't be trusted: despite her promises of bringing her assassins to heel, the bhaalists are as active as ever in Baldur’s Gate.
Orin asap, then secondary / optional quests, then foundry, then Gortash.
Gortash is arguably the easiest to fight among the 3 chosens anyway.
