Waypoint Icon on Map
What does the down arrow or small little shield icon mean on a fast travel waypoint icon that's on the map?

I'm not sure if it's a down arrow or small shield but it's white and it's like on the bottom right of the waypoint icon.

edit: it's also on a quest icon on the map as well.
