BTW, the wiki has a lot of information on what is available in the game. Though I don't know how up-to-date it is for the release version. According to it, there is one orange one.

If there are better bows I'd be interested to know where you get them too as Joltshooter and the standard +1 are the best longbows I've found, not even a plain +2 never mind a legendary one.
Maybe, there should be some +2 items around the end of the game, but by then you're not even going to get much value from them since the game's almost over. The game is really short and small in scope once you finish Act 1.
You shouldn't expect to have every slot filled with great items in a D&D campaign. It just doesn't happen unless your DM wants to make everything super easy on the players.
If you want to complain about items in the game. Complain about how abundant items are relative to the amount of content the game has to offer.
I am almost done with Act 2, level 9.5 party. The absolute best ranged weapon I have seen is a the +1 heavy crossbow that banes a target if it fails a CHA save. I think I got this around level 4.
I have found a handful of decent short bows, a pair of +2 one that gives extra attack from the shadows (good luck knowing when you are in shadows) and another that provides cold and fire resist. I think I bought both of them.
A boss drops a +2 hand crossbow with an effect.
No longbows. Jolt Shooter is the best I have seen.
Melee weapons kind of suck too. Lots of meh 2h weapons. Tons of pole arms for some reason.
They did a better job with armor than weapons IMO. Shields suck though. I don't think I have seen one that gives better than +2 AC.

In the city you can buy a +2 shortbow, and one of the bosses drops a +2 crossbow, but I saw no noteworthy longbow. I got a small collection of +2 melee weapons, both the polearm variety or one-handed, with several light ones for dualwielding.
Armorwise I saw two solid platemails, one of them +2 (Dammons shop I believe). There are also two medium armor pieces that allow full DEX (yuan-ti armor and the unwanted mail in Dammons shop). I saw no shield thus far with even +1, they are all the standard variety with +2 shield bonus.
