If you want your spells to have a better chance of not being resisted, you'd do well to get CHA to 20 as soon as possible.
If you also want your attacks to use CHA for attack and damage rolls, you can take 3 levels in Warlock for Pact of the Blade.
Level of spells is based on Bard level, spell slots is based on total caster levels. Bardic Inspiration uses do not scale with CHA in this game like it does in tabletop 5e. Instead you start with 3 and get 1 more use at level 5.
I currently have 18 Charisma, so +4 to add on my "Spell Save DC" but it doesn't seem to work like this, since even a goblin warrior lvl3 with 10 Wisdom for example has a 50% to resist my spells based on his wisdom...
