In the smallest level it makes the world feel lived in. I guess.
It makes the game's walkthrough longer if you have to sort through all this crap all the time, not to mention selling them, picking them up, and so on. It is also a good way to inflate every single item's worth as well, beside scrolls. Just take a look at the armour, weapon and scroll prices. A detect thoughts or darkvision scroll costs more than an xbow or a scale mail:P
Larian has some of these trolling kind of systems in their games. The filler junk items is one of these.
the thing , Larian's game many feature or the use of some specific items can ony discover by exploring and trying some stuff .
like easting some wied food to discover theur effect and thinking they can be used to make some good potion ^^
I do feel like they truly wanted to do more but the WoTC/Hasbro team really locked them down. I'm sure unofficial patches and modding will add some interesting things back in that are sitting right behind severed links in the code.
