it's a bug. there is supposed to be someone nearby that is looking for a ring, but they don't always appear in the guildhall base. really. there is NOTHING about these "items".
The minds in jars, otoh, DO have a use in the mindflayer colony. there is a magic head that can read what is in the minds in the jars and tell you what they are thinking. one mind even gives you an advantage to int saves if you fulfill their wishes.
yes and no. the tarnished ring in the guildhall does have a quest associated with it, but you are correct about the hag staff, that was cut content. there is supposed to be an entire questline involving the hags throughout the game.
