I took it off his corpse hoping for the free stats, but when I "use" it, it does nothing and isn't consumed. Is there another use or reason it's still lootable? Can you give it to the Hag? I heard there was a +1 to all stats from her somehow or is this just a leftover from EA when the eye did gave charisma.

Its use at that time is showing that you missed an upgrade. That's it. Sell it or drop it.

When you kill certain story related NPC, you can loot from them items that may have been given to you or have had meaning if you didn't kill them.

For example, if you manage to convince Lump the Enlightened to work for you, you get his horn which you can use to call for the Orges aid. If you kill him, you can loot the horn and it does nothing because he's dead.

If Nere dies behind the rock cave in, or you kill him in battle the Moon lantern he has gets broken, but you can get a working one off of him if you side with him.

If you complete Volo's story, he can perform surgery on you and give you the eye. If you kill him you can loot the eye and it does nothing because Volo is dead.

It is now a worthless trash item because you cannot use it for the intended purpose because you decided to kill him.

It's one of the conciquences of player choices and actions.

If you have an empty eye socket because Ethel scammed it, is it still junk or can you use in that specific case?

Ersatz is the german word for replacement or substitute.
