20 is the max, yes, and in the context of D&D that's already pretty much superhuman. There are some effects in the tabletop game that can exceed 20 temporarily, but I don't know if they're in BG3.

There are some items that can push you over 20, though that is normally all the item itself does.

It's a mostly hard cap ceiling. Some giant potions might push your str over 20. in tabletop only barbarians can naturally get over that cap, but that's at level 20 which no one ever reaches.

it is 30 in the system but requires other means than the default leveling offers to go over 20.

ASI/Feats can only get you as high as 20.

But I wonder if that Strength potion from act 2 (+2 permanent strength) can get you to 22...

I just slapped on this ability boots ring and my mage intelligence does go to 24.
