I'm in chapter 1. Found 1 book that having read it kept me out of a fight that occured sometime later (which surprisingly impressed Shadowheart), So - YES - reading books does impact events; ya just never know which ones and how they'll do it.
Read books. Can't hurt. AND - if you don't you'll never know what you may have missed - Well - at least not until your next play through that is.
Some of the ones I've read have definitely had lore. In fact, just to point at some directly, there are several documents in the burning town of Waukeem's Rest (sp) that hint at a variety of political things between factions on going at the time the town was burnt down. Keep in mind, you have to actually be able to reach these documents as the fire is spreading.
There are also books and things you come across that share insights into deities and other in game lore. I've been reading almost everything I've come across personally.
Oh and there was also a letter I found that talked about a hidden stash of goods at a particular part of the map that (once I followed it) there was indeed a stash of goods there.
