Just inter inventory and then switch to the spells tab.
You gain new spells separately, per class. A Wizard 3/Cleric 3/Druid 3/Bard 3 would not be able to learn any spell above 2nd level, although he'd have the spell slots that a 12th level fullcaster would, and he could upcast his 1st and 2nd level spells using them.
So is you have 2 level at some other class and 3 level in the caster class you are to levels short to get 3rd grade spells.
It opens up when you advance a class with spellcasting to the needed level, which is level 5.
