I met Sazza again at the goblin camp and she guided me past all the goblin guards to Minthara. As we stood in front of Minthara, Sazza tried to trick me, but her cunning then turned against herself, as Minthara had her killed for her incompetence...
That was the end of the quest for me and at the end I spoke to the dead Sazza , I actually felt sorry for her...
Once I started over, I was able to complete the quest. It is 100% a bug that has existed since early access.
However... other than marking the quest as complete, the bug has no impact on anything. You can still complete the goblin camp as if she had walked into it with you. The only difference is that you don't get to kill her (should you choose to kill the goblin camp leaders) and any associated loot with Sazza. Oh and I guess you miss out on some conversation options when confronting Minthara. I suppose that is why Larian has not made fixing this a priority, since it has no real impact on anything except for marking the quest as complete.
Though I suppose you could always go back to her and kill her at the camp entrance.
