"Bugged Exlamation Marks" on party members

So I just had one of those "bugged" exclamation marks where the character seemingly has nothing to say to you.

It was driving me nuts. I spent lots of time researching on google and there were lots of theories and tips but none worked.

At some point I gave up and continued playing. By accident I used a waypoint with a split party and I was alone with Shadowheart. Now she would talk to me about a new issue.
Afterwards, the exclamation mark was gone.

It didnt work in camp. So either this was bugged or this conversation needed an extra level of privacy.

I can replicate this when reloading and it doesnt seem to work when it is just the two of us in the grove. Seemingly no one can be around. Hope this helps someone.
