Shadowheart does have medium armour proficiency. You can check it on her character page. (Inventory page and on the left side you see her stats, there are 3 submenus there, the second or third one will show her feats, however it will be like something "militia training" which entails light and medium armour proficiency.)
The issue is, that quite often the "feats" you get on level 4 offer you feats you already have. For instance i had to check like all my characters what feats do they even have, because i was like why is medium armour proficiency available as a feat for my ranger and for Shadowheart, both are wearing it without any malus...and why does Wyll have light armour proficiency when he is wearing it, and without any malus.
Like there is a feat which gives you 4 weapon proficiency's +1 to str or dex, those for instance with Lae'zal and a Ranger you cannot even select as they have every weapon proficiency. So there are some clunkinesses with the feats as wewll, and how they are "available".
What i advise is usually it is a good idea to take Relentless or the double points.
But on certain characters there might be something better.
You miread him, she starts with medium armour and that type of armour has a +2 max bonus from dexterity. 14 gives +2

I know but Shadowheart does not have much str, and heavy armour weighs a ton.
With +1 to dexterity you get a bonus to your AC. You get a bonus to your dexterity save (almost wrote reflex:D) which usually is the lowest for clerics...or used to be when there was reflex save. Thirdly since as a cleric your weapon proficiencies are limited, however your char is a half-elf, you can use scimitars, repiers, ss-s, daggers. So finesse weapons, meaning you also get +1 to hit and +1 damage. (And the same for ranged weapons.)
Edit: To clarify about the AC for the OP. Since i just read Snake_In_The_Eye's correction.
Shadowheart starts with 13 dex and wears medium armour. Medium armour allows only +2 dex bonus. So for instance if you are wearing the githyanki half plate with her which has 15 AC as base and allows for +2 dex bonus, Shadowheart would only have 16 AC. Because she has the 15 AC from the armour, and +1 from her dex bonus. But if you raise her dex to 14, she can now have the +2 dex bonus, thus her ac would increase to 17 AC. A shield adds +2 to that, and if you use shield of faith spell that is another +2.
(Also you can further increase the max dex bonus with medium armour mastery but not sure if it is worth it. Since we get only 3 feats for her.)
so,.. what feat should i give her ? im in the lvl up place and no clue what do to...
aoe radiant damage every turn, bless, super high AC, summon weapon etc.

People think your entire party should be dedicated to damage but that's not really the case.
im not after to make her a damage dealer like most of the people in this thread think.. but i dont understand haf of her skills and what they are good for or wich ons are the best.
Right now im Stuck not knowing what FEAT to give her...
the skills on her right now is Inflict wounds, Guided bolt, healing word, bless, hold person, spritual weapons, and Command. never tried command or bless though.
Her one drawback for me is her and Lae'zel do not get along very well. To the point of me having to make a very difficult choice. This especially sucked because Lae'zel and my female elf ranger sort of had an S&M thing going on from VERY early on that I made no attempt at all to do. I am not making this up. I never knew being subservient to a female toon could be so much fun. LOL.
