Shovel bug?

I had at least one shovel in each companions inventory, didn't notice when they went missing, probably with a long rest. I only noticed when I tried to dig up a mound that no-one had any shovels anymore. So I went to the grove and tried to buy one from the grove merchant. It shows one in his inventory, but I can't buy it. What's the deal with all the shovels disappearing?

I think shovels are still there, they could be hidden in other bags inside your bag. But it seems that your char cannot use shovel if there are >1 in shovel stack. So you need only to have exactly 1 shovel per char to dig

For anyone still dealing with this issue - you can pickpocket the shovel off the merchant.

Last time I checked shovels weren't stackable...
