High Elf Cantrip Question
I am thinking of making a wizard and the high elf cantrip says it scales off of the intelligence modifier, does that mean it will do more base damage based on what your intelligence is like a warlock's agonizing blast does for Eldritch Blast?

no, but your attack hit chance is base on intelligent.

in the Githyanki base there is an amulet allow you to add your int to some cantrip base on fire/frost/acid damage

Fire Bolt will use you INT to determine the attack roll (not damage), but an Eldritch Blast blast uses Charisma to hit, agonizing blast just increases its damage.

Yeah casting stat modifier increases spell dc and spell attack bonus.

Spell damage only depends on the slot level you use to cast them, if applicable. And for cantrip it's class level.

There is only one spell in the game that gets bonuses to damage from your spell casting modifier and that is Eldritch Blast (Warlock cantrip) with the Agonizing Blast Eldritch Invocation. There is no other way to add bonus damage to spells in D&D. You can, however, get Sorcerer meta magic to maximize the damage of a spell.

For all other casters, you spell casting ability affects your chance to hit (or saving throw DC) but you will only ever do the damage that is listed on the spell, unless it can be up-cast with higher level spell slots.

what is the name of this amulet i can't find it in searches

And do cantrips still scale off of character level, not class level or caster level? Or did Larian change that?

the item call "Necklace of Elemental Augmentation" but it is no where as strong as Agonizing Blast due to the fact that eldtrict blast modifier is per beam and in higher level you can shoot like 3 beams at lvl11 with +5 charimas you get like +15 if all 3 beams hit. the necklace at most give you +5 as cantrip like firebolt is single beam only

Cantrip still scale off character level
