Report a translation problem
The bug is tied to either attempting to disarm a trap & then canceling OR Quicksaving just before you roll the dice on the Disarm attempt then reloading.
It seems the game thinks that Astarion is still on a disarm attempt.
I would've had to reload too far back to "erase" the bug this way so I fixed it by finding a trap in the Putrid Bog & disarmed it.
It reset Astarion and he can now travel again. :D
Did the same exact thing. Omw into the Zhentarim hideout I started to disarm a trap before realizing it wouldn't blow up, so I hit cancel. After reading your solution I went back and disarmed it, and I can fast travel again.
