It means you have to select a smaller subset of your spells as ones you actually are able to cast. In tabletop, you can only change these out when long resting, but BG3 lets you do it any time you want (which kind of makes the fact they even bothered to have the mechanic in place kind of stupid).
@Vox already explained how to get to the interface to select which spells you have prepared.
Wizards, druids, paladins are 3 other casters that also work this way. Warlocks and Sorcerers have a smaller list of available spells, but they don't have to prepare any and can always pick from their overall list.
