if you need/want to have a frame rate cap, the post suggested to set one in your gpu gpu settings (although i have not tried myself and cant confirm if that brings the issue back or not)
Uncapped framerates are never a good idea. Just makes air hot for no real reason and your hardware dies a lot faster if it's runninf at max speed/temps all the time.
Eg. Nvidia does this a lot, delivering you max settings which could give you real ugly results.
On MH:Wilds the default settings where 4k downsized for me, resulting in PS1-2 looks while beeing laggy. But hey at least the gpu was 100% busy rendering useless stuff.
Scaling is usually pointless on 3d action games unless you have very fast hardware.
It was either patch 8/hotfix that started to cause these issues or patch 7.
