Larian worked with modders to make it easier for them to use Script Extender to mod the game if they want to go that route, as well as giving out the mod tool for creating mods for Osiris. Reason being is there are mods that cannot go on Nexus because they absolutely require Script Extender and that cannot go on Mod.Io.
So by official, yeah, can say Larian's tool is the official tool made by them for modding the game, but they most definitely support the third party tool (well, as much as they can anyways) and their own.
Now on the topic itself, the creator of the Blood Hunter mod did state back in January they are porting it to Larian's tool but its an ordeal. No new updates since then.
