No abilities showing No Mods installed

I have no abilities either the picture or the information will display. I have uninstalled the game and reinstalled. I deleted everything in the directory. Nothing works. This was a problem for me in Patch 7, but at least it would kind of display now I have nothing. I don't know what to do other than to wipe my machine and reinstall everything, but that isn't worth it for this game.
