You got a temporary boost only when you sat on it, and that was your clue for acquiring the stool leg to use as a strength-boosting weapon.
You cannot get a permanent strength boost from the chair through any intended mechanic.

However ... here's something to read about it on the internet:

Continue reading. They say in that post no Lever is needed. The Stool is just behind the Automaton tucked in the corner. That is it.
There was never a Lever associated with this chair, even back in Early Access nor after Early Access. All they did was move the stool to be more discrete and easier to miss.
That is the wrong stool. Stool of Hill Giant strength no longer sits sideways.
If someone was getting a permanent boost at any point, then it was a bug. If you actually want a legitimate, permanent 20 Strength for free, get the Hag's Hair from Act 1 and the Potion of Everlasting Vigour from Act 2, and give both of them to a base 17 Str character.
That right there is the problem.
I tried to flip it but didn't found how to do it... I tried to throw it back on its feet but that broke it and I got the club, lol !
Would picking it up and dropping it have put it back in right position ?
You just move it like any other item. Click it and drag it to move it to a different spot and it automatically flips upright.
The others are correct when they say that the 21 strength boost only applies while seated though. As soon as you sand it goes away. Unless you know some bug to actually make it stay.
This click and drag approach also works for a certain act 2 fight when you want to protect someone. Can click and drag furniture to block the door before the fight starts. Not 100% foolproof, they will get in. But buys a little more time.
Thank you, useful to know ! Never noticed yet that you could drag furnitures instead of throwing them, I'm such a barbarian !
