Try the mods one at a time until you find the one (or the combination) that is broken.

i did that, they would work but then when i tried adding 1 it would give me the error, i would disable that mod but then it would still give me the error. The issue is i have the exact same mods installed as my friend and they game runs with 0 issues for him

edit: even when i remove mods and get the game to start, if i try to run the mods after it gives me an error saying i cant load the save file

You didnt remove mods correctly. And the save file sounds like it was tainted.

i went into the mod manager via the game, turned off mods that made it so the game wouldnt start, then when i did start a game i tried turning them on and it still made it so i could not load the game

Your game is tainted, properly remove all the mods.

ive done that and ive done a complete reinstall, twice
You likely didn't removed your previous mods correctly and have residual files. You will need to go through the long, stupid and arduous process of doing a clean install. It sucks, and takes forever but it's the only way to un-bork your game.

Sometimes when you remove a mod, it leaves residual files that break your game. This is why everyone says "mod at your own risk" because you can literally, LITERALLY, break your game into never working again.
