Report a translation problem
The only way I've found to get around this is to temorarily turn it off or to use a big burst of damage to skip Cull the Weak entirely, like Sneak Attack, Inflict Wounds, Disintegration, etc.
I'm not sure why it works this way, or if it can even be fixed with a mod.
That isn't an issue with the mantle but all secondary damage effects. This is true with the Punch Drunk Bat, Phalar Aluve, and anything that triggers secondary damage not the main damage. The Sparker gear as well.
