I pick it up and never use it, although I can see how it could be used.

It's one of those things where casters don't generally do a lot of melee, and martials don't generally have a lot of spell slots. But if you used it with a cantrip you wouldn't need spell slots. Or maybe a hybrid character like, I don't know, a fighter/cleric or something. Use your weapon and then cast a control spell all in the same turn.

You do know it says WEAPON ATTACK not melee attack, right? Arrow-of-many targets. Profit.
