Well, aren't you just adorable? Considering I haven't played the game since October and have never had a reason to look anything up on a wiki it was just a guess as to what could be causing the problem.
"Should work" is of almost as much help as I provided, though I did jump in to check for myself, and it does take an action to move, and I could also cast healing word upon use.
It doesn't seem like this is the first time this particular error has arisen, though I wasn't able to repeat it myself. Assuming OP's not silenced or affected by Bone Chill (which prevents the target from receiving healing) I'm not sure what else could be causing such an issue.
Yes. Just take a screenshot, upload it and you can embed it in directly from steam. Upload is under your name on the steam menu at the top: your name, content.. this should not require a video, and that is more complicated. All we need to see is your character with blue spell slots available and the spell on the menu being unusable.
Also, mods? Most but not all weird bugs are tied to modding.
