TECHNICALLY they are canonically an albino Dragonborn, but you can make them whatever you want.
My Dark Urge char will not be related to any version of Dragonborn. No horns, tails or scales in his family's history exists.
Cannon more or less is simply how the devs will portray it in any future display, not that you are forced to do so yourself. An example in fire emblem is the player characters like Corrin, you can customize them class and all but they still have a portrayal with their swords and a specific look.
