That's what I've noticed so far at least. I've also read that DX11 works with HDR if you have it enabled on Windows but Vulkan doesn't
I've got an 8gb RTX 3070 laptop card and have been seeing better performance on Vulkan oddly enough (4k, ultra settings minus Ambient Occlusion because I can't stand it, Quality DLSS,) despite what people say about it being best for AMD cards, so I can only conclude that it's a case of "try both and see which works better." I can't see any graphical differences for the life of me but I'm also not one to pick apart and analyze scenes, and it may once again be a case of "working differently with different hardware"
Neither was playable on my old dinosaur of a PC (built circa 2013) but DX11 was definitely less unplayable.
Vulkan is newer and the default, it will in my experience work better for high tier setups.
DX11 is older, but more stable and for some with low tier setups, its been reported to give out better results.
So far I have had good experience with Vulkan in the EA.
Maybe the issue is that they play on 1080p or have DLSS on with lower than quality settings (that tends to blur things) there are also many other settings that can make it look blurry.
There is also a sharpness slider, that people don´t seem to use.
