I have the same experience, Vulcan has always run better for me. It's always run smoother with better FPS.
The only issue I ever has with vulcan was it would occasionally crash when starting the game (usually after a patch). Once in the game, though, I've never had an issue.
So it varies from system to system...try both and use whatever works best for you.
In terms of this specific game, which works better will come down to your own hardware, but in general Vulkan is much better than DX11 and about the same/slightly better than 12.
I use Vulkan on max graphic settings using a RTX 3060ti OC. The game is very stable and looks great. Not blurry at all, as it is for some.
Then again, I use Studio drivers because GameReady driver cause instability in development environments where we punish the processors with all kinds of extra stuff that should never make it into release. (I was the only one of our group who was able to play Jedi Survivor without any issues from day 1. Frustrating for me all the same when nobody else could play. One might think that EA/Respawn released a developer's build instead.)
