New Run: Gather all potential party members?
I haven't played since it first came out, is it now possible to recruit every party member on a single run or no?

Sure
And always was btw
When it first came out it was only through an exploit that you could get Minthara and Halsin
Yes.

The only potential party members who were ever exclusive from each other were Minthara and Halsin, and now you can have both if you want.

I'm guessing you still have to knock out Minthara at the siege of Druid Grove? Or have they made it more straightforward?

Anyways there's also a mod on BG3 nexus if all else fails, which can set Minthara's Act 1 flag as if you knocked her out correctly so she shows up in Act 2.

You can safely enable the mod right before going to Act II, then disable it thereafter. Which is nice.

I had to do this myself when my Minthara didn't show even though I did everything right... I think. :P
Getting Minthara and Halsin is really pretty straightforward now.

First, find Halsin. He will quest you with killing the goblin leaders.

Then find Minthara. Knock her out.

Then kill the other two goblin leaders. (Gut can be killed first, before finding Halsin. I haven't tested whether Dror can be killed first or not, because I always kill him last.)

Then talk to Halsin again. Say they are dead.

Then return to the grove, collect your rewards, have the party.

You should find Minthara in Ketheric's throne room begging for her life in Act 2.

I miss when games were about choices and consequences. Seems weird for Larian to bend the knee on this but I guess people want their cake too on 'Good' playthroughs.

It's less removing a consequence than it is giving another choice. You still have to choose to knock her out rather than kill her, and that is a more difficult task, last damage must be a melee attack with the non lethal option selected, rather than a spell or ranged attack. If you go in blasting wildly you still kill her, if you go in and K.O. her instead she recovers and does something.
I think Larian realized they had made a mistake by locking up one of the most entertaining companions behind a choice that very few players wanted to make.
