All in all, it's probably best to just give it to Derryth. It opens up a good source of potions and ingredients in Act 3, and it's the only way to get more than one noblestalk if you want it.
It's just annoying that she's so grouchy with you even if you give it to her, and it doesn't even improve your approval from her for some reason.
Noblestalk is irrelevant. Give it to her. I always do, anyway.
She'll thank you in Act 3, in her store. And you'll feel like doing a quantum of goodness.
Giving SH the Noblestalk will have her remember and know who Nocturne is - was - when they meet in the Temple. But honestly, from an overall perspective, it's not that important. It just changes how their meeting plays out.
Giving Durge the Noblestalk is probably the most important use of it, outside of giving it to the Bonecloaks. If the Durge has met Sc Fel, they have a restored memory of performing vivisections on their murder victims with Fel's assistance. From a meta perspective, if you've already figuring out in-game what Durge is, or just outside the game, spoiled it for yourself already, .... this is not that important.
So you're best off giving it to Derryth IMHO -- as stated above. Giving it to Baelen cures him ... AND makes him back into the abusive ♥♥♥♥♥♥♥ he was before. Giving it to Derryth means she will sell more of it and upgrade her shop inventory in Act 3, plus you get XP.
Weirdly, though, the Noblestalk that Derryth sells in Act 3 can now neither restore Durge's nor SH's memories. It still has other healing properties, though.
