It is annoying as crap, frankly. You take TWICE the force damage you inflict on them with radiant damage. (I think it would be far more acceptable if it was half, or even the same amount. But you get that damage back doubled.)
I mean, there is the Imp in Act 3 that does 3x the damage you dealt to him as retaliatory Acid damage.
Also, I'm not sure how useful Radiant Retort would be for the player -- as there are so few enemies that attack YOU with radiant damage. (OK, some enemy paladins will smite you from time to time, so there's that.)
I am pretty positive there is armor that gives the player Radiant Retort, positive I seen it on Nexus but I cannot for the life of me remember what it would be under. A search of Radiant Retort pulls up two mods that change how it works in game. I've found various mods that add Dark Justicar as a Class with Subclasses, weapon updates to the Spear of Shar, armor pieces that add a lot of passives but nothing with Radiant Retort.
