I am unsure how much that extends to other stats though.
The answer is complicated.
There are many weapons that say, "When THIS weapon does damage do X" that applies to ALL your weapon attacks, including off-hand and bow when it should only apply to that weapon specifically. There are weapons that have the clause above, that function as advertised: they do not apply to other weapon attacks. There are weapons that say when you do Y, period, not specific to the weapon, and they apply to all forms of attack that meet the criteria, not just the weapon with the trait. Then there are weapons that read just like the latter, but only apply to the weapon itself.
When in doubt, check the wiki on the particular weapon. It is usually up-to-date. Some patches broke weapons and caused them not to function properly; either buffing them or nerfing them, unintentionally.
