I usually always turn on raphael and kill him in the house of hope. No need to make deals with him.
The Emperor will nope out if you decide to use the orphic hammer by the finale. Done a deal with raph or stolen the hammer for freeing orpheus.
The Emperor will be briefly annoyed if you ontain the Orphic Hammer, but his relationship with you won't really change until you use it, which you can't do until near the end of the game. So no, there are largely no effects to taking the deal or not.
what about using the hammer to free orpheus? does that lock you out of any achivements?
