You can find it wandering the map. I can tell you where it is if you like.
But yes, from previous playthrus, you know you can find it
a bit to the NW of the waypoint for Baldur's Gate (i.e. the gate to the upper city in the north)....
SH's amnesia is presumably the explanation, but it seems like Drogher would tell her where to find it ... so she can "pay" for her "sins," of course.
In my first playthrough, I absolutely stumbled upon it by accident.
