Report a translation problem
Maybe just try long resting a few times to see if it happens. I've done two romances with SH. One the romance scene triggered after several long rests and another after maybe two, so there's some randomness involved.
And I did try to spam long rests from a quicksave just to see and nothing so far...I did about 5-6 of them,not sure if there are more or whatever.
Use the Polyamory mod, you can trigger or proceed any relationship you want to, and also more than one. If you don't like using cheat mods, there are romance guides at bg3.wiki, sometimes they can help you figure out what's going on - although it could be, yes, that you've already blown the romance.
As to the Act 3 Shadowheart scene: I think you must be camped in Rivington (not the city), but I'm not 100% certain. Then you just long rest enough until you get the scene. But as always, it can be pre-empted by other scenes (Vlaakith, vampire attack, Aradin attack, etc.).
Also, you can't romance anyone else. If you did, that ends Shadowheart's romance.
There is none.
