This but in certain odd cases it may still happen. There's also some ways and interactions that kinda break AI behavior.
A solo character stacking up things that reflect or deal dmg like armor of agathys, or the shenanigans you can do with electrified surfaces, will prevent AI to find a safe way to hit you.
Also, sneaky characters. If you're invisible sometimes the AI will just walk around looking for you and waste their turn

No it isn't. My cpu goes well beyond the recommended specs and you still get stalls in this game.
That actually makes sense. I think some of these issues with pathfinding are caused by weak hardware, but yeah if the AI is just caught in a loop trying to do something it can't it would cause something like that, unless they build proper checks for that.
